construction of another bridge, beside the Lipatan,
a new bridge. It was called the Assumption bridge. According to the Department
of Public Works and Highways (DPWH), the new bridge is finished in
construction. Even so, it is still unusable to date. This is because of the
given reason that cause the delay of usage of the said bridge. To know more

Foreshore
Freeway Bridge, which is found in the City of Cape Town, South Africa and an incomplete
part of the Eastern Boulevard Highway, was designed and planned in the late
1960’s while the work started in 1970’s with the goal of improving the traffic
congestion in the city which is probable in the future. However, the bridge was
never finished due to the limitation of the budget in the Cape Town at that
time and stayed in its unfinished status until the construction officially terminated
in 1977 (Williams, 2017). According to Cape Town Magazine, a document released
by the City of Cape Town council, which is entitled “The Development of the
Foreshore Freeway Precinct”, aims to attract developers and investors which
will become bidders who would address solutions for various issues concerning
traffic. There were six (6) proposals showcased where three (3) of them wanted
to complete and improve the Foreshore bridge, a proposal wanted to remove the
bridge, while two (2) didn’t state any plans for the bridge. Over the years,

the other hand, Magueragday bridge is

abandonment of the contractors. The allocated fund for it was P45 million and
it was only for the first phase of the bridge. Board Member Mojamito Libunao
stated that funding for the whole construction should have been secured before
the construction began.

Furthermore,

properties for the construction of public buildings, aqueducts to supply
drinking water to cities (United States v. Green Falls Manufacturing Company,

on the official website of the DPWH, the construction of Assumption Bridge
connecting Barangay San Jose and Del Pilar, City of San Fernando, Pampanga
started last April 8, 2015 with an original date of completion of July 10,
2016, yet the actual date of completion has a year and a half delay which is
March 25, 2017. The DPWH updated the status of it to 100% complete even though
it is not yet fully functional because of the house that is still established,
until present, at the other end of the bridge. According to Article III,
Section 9 of the Philippine Constitution (1987), a property of an individual
cannot be taken for the use of the public if there are no sufficient
recompense. That’s why the government can acquire the desired real property as
site for any national government infrastructure project or right-of-way through
donation, negotiated sale, expropriation or any other method of attainment as
delivered by law (Republic Act No. 8974, Section 3).

Every
day, many people cross the Lipatan
bridge. Students, teachers, cars and other people cross it to save time rather
than looking for another route. Because of this, the bridge has become
congested in traffic because of people wanting to use the bridge instead of
using another route. Mugoro (2014) point out that transportation problems have
significant effects on students’ school attendance such missing their first
periods in the morning. The outcome of this is nonetheless an action of the
government, a project. The project was to create a bridge beside the old one
rather than renovating it. This may be because building a new bridge is cheaper
than renovating an old one. As the new bridge was underway, a technical
difficulty was encountered. Since then, the new bridge remained unserviceable
even to date. The current state of the new bridge is already 100% finished but
is still not usable due to an obstruction on the other end. For the
clarification of all, this paper is to find out this main problem in which has
caused the bridge to be out of service and why this problem still hasn’t been
resolved to date. The fundamental reason as to why the Assumption bridge is
still unusable. To understand the main fault and clarify the sources of the
said fault to formulate a possible solution.
